Main navigation menu requires click to expand items; change to hover

      Description

      Currently, in order to expand a menu item in the main menu, one has to click to open it.

      Sub-menus, on the other hand (for instance, under "Administer"), are revealed through hover.

      Additionally, if the CMS has another toolbar installed, it likely is triggered on hover rather than click – my anecdotal use of 4 or 5 different ones indicates they all operate on hover rather than click.

      This creates confusing usability – to reveal some menu items, a user must click; to reveal others, a user must wait a second and NOT click, or they'll be taken to the overview page and have to take more time to click to their destination page.

      Since most other toolbars that might be in a CMS activate on hover, and since the sub-menus are already activated on hover, I'd like to suggest a switch in the trigger event for the main menu items.

      Incidentally, if this is partially driven by mobile accessibility (where there is no hover), it could be tied to both hover and focus events (the latter of which are triggered through taps on mobile devices and tabs in screen readers) rather than clicks.
