Relationships for both sides All Contacts

            Description

            My issue is as follows:
            I have a relationship type with the following config:
            name_a_b = city_based
            name_b_a = city_based
            label_a_b = City
            label_b_a = City
            contact_type_a = All Contacts
            contact_type_b = All Contacts

            As you can see, the sides A and B are identical.
            I can create a relationship of this type but as soon as I click on Edit relationship from the contact page of Contact B, the relationship is not shown in the drop down.

            It could be that bug #9877 (https://issues.civicrm.org/jira/browse/CRM-9877) is related to this issue.
