            Description

            Just as there is a warning that debugging is on and shouldn't be for live sites so it would be good to have a similar warning if outbound emails set to (either Disable Outbound Email or) Redirect to Database.

            something like "Warning: outbound emails are being redirected to database.
            No emails will sent to contacts. If this is a live site you may wish to change this setting to mail(), SMTP or Sendmail on /civicrm/admin/setting/smtp?reset=1
