CRM_Utils_HttpClientTest gets redirect instead of expected file

            Description

            The unit test CRM_Utils_HttpClientTest fails in testGetHttp and testFetchHttp because http://civicrm.org now redirects to https://civicrm.org.

            I changed the URL to access to be http://sandbox.civicrm.org/
