Images (Email signature logos) duplicate when BCCd into civi

When civi is BCCd by an organisation with logos in its signature, an instance is created for each email!

This can chew through storage space extremely quickly if your staff have an image in their footer.

It's far better for the image uploader to check if the email already exists before adding a new copy.
