Enabling ReCaptcha fails if library is already loaded

Enabling ReCaptcha in any profile after adding keys to Admisnister --> Syatem Settings --> Misc fails if another component has already loaded the library recaptcha_get_html.

Need to make the loading conditional, check to see if the library is loaded, if not load it.
