Relocate Advanced Date Input Settings to Customize data and screens menu

            Description

            Advanced Date Input Settings is currently a hyperlink under Localization > Date Format.

            There are two problems with this:

            • It isn't really a localization, it ideals with display and allowed data range preferences
            • It is very well hidden - these are the only settings on that third level on the Administer menu

            It would be better renamed to Date Preferences and moved to Administer > Customize data and screens perhaps under Display preferences
