Mailing Labels and Name Badges do not handle non-Western characters

To reproduce the issue:

1) Do a search on contacts or participants that have non-Western characters in their name

2) Choose the action "Create Mailing Labels" or "Print Event Name Badges"

3) View the PDF file and you will see that each non-Western character has been replaced with a question mark

FYI: This issue seems to be specific to the use of the TCPDF library. It does not impact wkhtmltopdf
