gitify: use new civicrm-l10n-latest.tar.gz instead of SVN

            Description

            As of 2014-05-01, we are no longer committing the .mo files to the l10n github repo, nor to the l10n SVN repo. These are binary files and clutter the SCM.

            The daily commit/build scripts publish a new archive located at:
            https://download.civicrm.org/civicrm-l10n-core/archives/civicrm-l10n-daily.tar.gz

            gitify (and probably buildKit) need to be adapted.

            I have a patch for gitify, will PR soon.
