4.5.git upgrade: multilingual bug with civicrm_survey title localization change

            Description

            After running the 4.5 alpha1 upgrade, CiviCRM attempts to rebuild the triggers and views. However, the civicrm_survey.title has now been flagged as localizable, but the schema upgrade is missing.
