civicrm navigation inconsistent

            Description

            Hey Kurund,

            Following on from yesterday we have a few urls in civicrm_navigation with ? & most without. This is a minor problem for the drupal 8 & it's better to be consistent.

            It looks like the 'with' are fine - in which case it's probably the better option - can you confirm that they do work fine in all systems & if so I can try to figure out how to alter
