Discounts by Signup Date: Add Discount Set to Fee Table is not working

            Description

            From /civicrm/event/manage/fee?reset=1&action=update&id=7 -

            • Check 'Discounts by Signup Date'
            • Enter Discount Set name, start and end date
            • Click 'Add Discount Set to Fee Table' button

            You'll see "Processing" - but nothing happens (no record added to civicrm_discount table, no errors, your input disappears).
