Participant Fee Level Stored as label rather than id

Participant Fee level is stored as a string in the database that corresponds to the label of the fee level. It would make more sense to store the id because if the label is changed (for example if a typo is caught) it means that users can't find anyone who signed up before the label changed. It is also cumbersome to change at the database level.
