Default mailing visibility should be Public Pages

Currently the default Visibility setting for new mailings is "User and User Admin Only". As discussed on the forums and with several integrators at the recent code sprint - the more common usage for CiviMail is for public mailings such as newsletters. But users often miss the setting and then can't figure out why recipients can't view the mailing in their browser etc.
