over-long urls in CiviMail result in fatal error

We've had 2 customers find that after upgrading to 4.4 they get unexplained fatal errors when trying to send CiviMails. It turns out the emails are being rejected because the URLs are too long - in fact one looks like this!!!

I don't know what happened prior to 4.4 - but I think this should either fail gracefully or give a message that the url won't be tracked due to it's length - or the table should accomodate longer URLS
