Description
This involves getting CiviCRM to load within Drupal 8, but will be a minimally viable implementation so that the rest of the work can proceed, eg. where possible, calls to Drupal 8 functions or objects (eg. users) will be stubbed, many Drupal 7 hooks will simply be commented out, etc.
A key part of this phase will involve integrating/exposing CiviCRM's menu system into the new Drupal 8 routing system.
