Fix handling for option value checkbox custom fields

            Description

            apis should accept multiple values for custom fields - ie. single custom fields which accept multiple values. We do accept them as an array I believe but it is simple to check a comma separated list against the possible values & convert to an array so we should do this to support things like import

            NB - I think this may be broken for importing select under more circumstances
