Views generates incorrect SQL for multi-select state/province custom fields

            Description

            Views integration doesn't work with a multi-select state/province custom field.

            The file /sites/all/modules/civicrm/drupal/modules/views/civicrm/civicrm_handler_filter_state_multi.inc presumes state/province is a single-value field, so the operators are all "=" and "!=" rather than "LIKE" and "NOT LIKE".
