Links to add CC and BCC are hidden in Send an Email task

            Description

                • This is a regression ****
                  Some changes to the Send Email to Contact form have resulted in the 'Add CC | Add BCC' links to be loaded in the form with a 'hidden' property. This makes that functionality unusable.

            The last changes to CRM/Contact/Form/Task/Email.tpl that I can see in Git were made in this commit - but when I attempted to revert to see if that was the cause, it didn't fix the problem.
