Onlne contribution form with price-set: hide billing block if contribution total is zero

Currently if you allow users to submit the online contribution form w/ a zero total amount, the billing block fields are visible and appear to be required - but we skip the form validation (properly) since we aren't doing a monetary transaction.

This fix hides the billing block when the total amount is zero.
