"Cleanup Caches and Update Paths" does not appear in the Administration screen

      Description

      The option "Cleanup Caches and Update Paths" appears in the menu
      Administer > System Settings > Cleanup Caches and Update Paths
      but it does not appear on the Administration screen (I would expect it to appear after Resource URLs under System, Settings on that screen.)
