Migrate the 'Mailer Settings' to the civicrm_setting table

            Description

            All settings defined on the Administer / CiviMail / Mailer Settings screen are stored in the civicrm_domain table rather than the civicrm_setting table.

            Amongst other issues, this prevents these settings from being overriden.
