$contributionID no longer available to offline membership receipts message template

This is a regression from 4.2 (not sure when as we skipped the 4.3 series)

The title says it all really.

In 4.2 we used $contributionID in all our online and offline receipts as the receipt number as it satisfied Australia's tax invoice requirements of being a number unique to that payment that increased chronologically.

In 4.4.4+ that token is no longer available to the off-line membership receipt message template although it is still available to the online membership receipt message template.
