"Link Cases" broken and case type missing from selectors and Link to Case field is missing

Several problems w/ Link to Case activity form and display of case types. These seem to be related to CiviHR changes which made caseId an array.

• Link to Case field is MISSING from the Link Cases activity form.

        I checked the $form array and the field is present. However, It looks like we're not loading LinkCases.tpl at all - and I can't find the code that injects the special case activity tpl's ???

Note that this code is working for the other special case activities - e.g. Change Case Status, Change Case Type - altho I get a warning on Change Case Type that is probably also related to caseId change :
