reserving survey respondents causes wait while entire database query is executed

      Description

      Steps to reproduce:

      • Create a survey
      • Browse to Campaign -> Dashboard -> Surveys
      • Click More -> Reserve Respondents

      The URL contains force=1 which collapses the search screen and displays all respondents, which can cause a delay on systems with many contacts. In addition, when reserving, you almost always want to conduct a search first which means you have to wait, then un-collapse the search form.

      When interviewing and releasing respondents, it makes sense to keep force=1, but for reserving respondents it seems like the wrong choice.
