Non-monetary contribution and member sign-up pages should NOT require a payment processor

            Description

            Currently, contribution pages with is_monetary = false ("Execute real-time monetary transactions" box unchecked) - are still requiring a configured payment processor (the error thrown is "CIVICRM_CONTRIBUTE_PAYMENT_PROCESSOR is not set."). These pages should display and process w/o a configured payment processor.
