Description
The $civicrm_setting['CiviCRM Preferences']['versionAlert'] setting is used to hide administator's alerts when a newer version of CiviCRM is available. However it does not block the reminder displayed in the page footer.
This patch will disable the reminder in the footer is the versionAlert preference is set to false.
