contribution api ignores check_permissions = 0

            Description

            The fix is to pass through the 'check_permissions' flag accurately - I'm trying to see if I can replicate in a test but otherwise will submit that as a patch. What I'm seeing is that a contact without permission to view contributions is being denied access to view a contribution - even though 'check_permissions' = 0. It seems to be core ACLs as opposed to hook acls causing it
