Custom fields for all grants should be editable

Grant custom fields that are not specific to any grant type do not appear to be editable - see Batch Update Any Grant Profile on http://mrg.jmaconsulting.biz/ test system, even though the same fields are editable on a profile that has grant-type-specific fields - see Batch Update Emergency Grants when updating all emergency grants.
