Org summary report gives notice when run without criteria due to invalid default

            Description

            I was just looking at why the orgsummary report was excluded from testing & found that the problem in the test could be replicated by the UI - ie

            civicrm/report/contribute/organizationSummary?reset=1&force=1

            gives a notice as the default value is invalid.

            Will submit a PR of the minor fix + enabling the test
