Add WP-CLI command to support CiviCRM

WP_CLI is a command line tool that works much like drush does for Drupal. Andy Walker has created an extension that allows CiviCRM commands to be used in WP-CLI. https://github.com/andy-walker/wp-cli-civicrm This functionality should be added to core to allow users to have easy access.
