Display preference WYSIWYG 'Use drupal deafult' broken

The 'Drupal default editor' option in "Display prefences ->WYSIWYG" setting causes no editor to be loaded. It appears it may be failing to load the JS as some of the elements of the drupal editor are loaded such as the formatting choices / instructions. see attachment.

This is broken in both the popup editor and the normal editor.
