relationship report: contact type/subtype

I'm flagging this a bug, but it's up for interpretation.

The relationship report has two filters for contact type/subtype. Currently that filter is applied to the relationship type table. So it's not filtering by the contact's actual contact type/subtype, but by any contact-type restrictions placed on the relationship type.

I don't think that's particularly meaningful for users, and don't think it's how users would expect that filter to work – especially since it's located near the contact name search fields. And it can have significant impact on the results of the report.
