Directory Paths Not Saving Correctly on Windows Servers

            Description

            As discussed on the forums (http://forum.civicrm.org/index.php/topic,34218.0.html)

            Issues occur with the Directory Paths (both Base Directory and the individual directories) when CiviCRM is being run on a Windows server. Problems include:

            • Incorrect Old and New Base Directories being displayed
            • Changing the base directory causes the Image Upload Directory to change, and vice versa
