            Description

            As per discussion at: http://forum.civicrm.org/index.php?topic=29969.0

            Proposal: add a new "manage tags" permission, and give users with either "manage tags" or "administer CiviCRM" access to the tag admin screen.
            The existing "administer Tagsets" and "administer reserved tags" will serve as extra permissions to give people with "manage tags" more authority to create tagsets and reserve tags, respectively.
