            Description

            The documentation (http://wiki.civicrm.org/confluence/pages/viewpage.action?pageId=180748301) and code for the use of the hook_civicrm_dashboard_default function is murky.

            Based on the initial ticket (CRM-13892) and what I understand from the code, it seems that the code is intended to only provide the default set of dashlets for new users and not run if a user has already configured their dashboard.

            However, instead, it seems to run even after a user has been initialized.
