A few of the CiviMail public pages aren't translatable

            Description

            Some of the non-translatable templates are:

            • CRM/Mailing/Form/Optout.tpl
            • CRM/Mailing/Form/Unsubscribe.tpl

            They have been introduced in 4.5, so patch doesn't affect 4.4.

            I'll send a PR including the

            {ts}

            additions. Attached is a screenshot showing a parcially translated opt out screen.
