D6 ajax broken in 4.5.1

D6 doesn't put scripts in the correct order, yielding a js fatal error with our new civicrm/ajax/l10n callback.

Easiest fix (considering how deprecated D6 is) is to stop using drupal's native function for adding js and fall back to having civi render its own header like we do in WP and Joomla.
