Cannot add a relationship to a deceased contact

I was able to reproduce this on the sandbox at: http://d45.demo.civicrm.org/

1) go to the contact record of a living individual.

2) Click the "relationship" tab then click the button to add a new "child of" relationship. (any relationship to an individual will do)

3) In the autocomplete field for finding the other contact, no deceased contacts are listed.

I believe this is related to the change for issue:
https://issues.civicrm.org/jira/browse/CRM-15443

In version 4.4.x and prior, the only time deceased contacts are listed within an autocomplete field is while creating a relationship.
