Sandbox doesn't allow editing of payment processors

Hi Tim,

Was trying to test / replicate something on sandbox but permissions are set such that I get

Error
The 'administer payment processors' permission is required to add or edit a payment processor.

I presume buildkit should give the administrative user this permission
