Event info page shows past event Closed with Active Registration Windows

Events have two dates windows: Event and Registration.
In previous versions a past event could have the registration open to allow for walk-ins, additional payments, etc.

In current version an event with BOTH start and end date in the past will ignore the online registration window. If no end date it will work as expected.

To reproduce:
create event with start and end date in the past.
Enable registration and set end date in future.
Event info page indicates event is closed.
Note that the registration links do work.
I consider this a major issue ....
