Case Activity form - Send a Copy function is not working

      Description

      Create a new case
      Assign > 1 role
      Edit one of the activities and select > 1 of the case roles to Send a Copy

      — No email output is produced when I tested on my local site (with define( 'CIVICRM_MAIL_LOG', '1' ); in settings). I verified that email to activity assignees produces output so I know my site configuration is fine.
