Description
If you disable the CiviEvent component the system no longer grants you access to administer PriceSets.
Steps to Reproduce:
Disable CiviEvent
Rebuild the Menu Permissions (/civicrm/menu/rebuild)
In looking at the database the default permission to administer PriceSets is access CiviCRM and access CiviEvent
