Custom field values are created inconsistently depending on the form being used.

            Description

            If you add a custom field with multiple options you are able to add up to 10 labels/values pairs..

            These can be anything...
            Label / Value
            Cheese / Che
            Ham / Ha

            If you then go to add more options later from the "/civicrm/admin/options?reset=1" you can't specify the value and a numerical value is auto assigned leading to this...

            Label / Value
            Cheese / Che
            Ham / Ha
            Bread / 1
            Milk / 2
