Problem with deleting or editing created user

The user "Fantom" has been created with an email fise@fise.org.pl.
There is another user with this email already.
I can not go into the details of the user to delete him or edit his emails.
When clicking on edit the user CIVIC collapse and shows white page with some errors on it (see below)
