On screen information needs to be updated for option groups that are now "locked" via UI

            Description

            Text at top of /civicrm/admin/options?gid=11&reset=1 still contains "Add, Edit or Delete them from this screen" even though option group is locked to UI ( http://forum.civicrm.org/index.php/topic,35152)

            Other option groups have been locked, so could need text changed also. Not sure what other components are involved. (https://issues.civicrm.org/jira/browse/CRM-14445).
