Back-office Submit Credit Card Contribution form: card # validation is no longer working

The back-office 'Submit Credit Card Contribution' form in 4.5 had both client-side and server-side card # validation. I "think" the client-side validation was removed deliberately (it's no longer present on either this form or the 'Submit Credit Card Membership' form). However, now the CC Contribution form doesn't validate card # at all (server side validation is also missing).
