Inconsistent action button placement

Some pages have button on the top, but not the bottom or vice versa. For example, the Manage Groups page has buttons on the top and bottom of the page, but the Manage ACLs page only has an Add ACL button on the button, which can be tough when you have a lot of ACLs.
