Autosave for CiviMail UI

1. When creating a new mailing, save it immediately.

• This will require some changes in how API validates the mailing.
  2. Use a timer to auto-save changes. Updated ('dirty') content and mailing settings will be automatically saved after ~3 sec (~3000ms) of inactivity.
