Inbound email should check for matching org before creating individual contact

      Description

      It appears that inbound email is only matched against individual contacts and not against organizations. This doesn't make sense for organizations that bcc emails to CiviCRM from external clients when sending emails to organizations.

      By default, it seems to me that if an email address on an inbound email, like info@jmaconsulting.biz (not "JMA Info <info@jmaconsulitng.biz>"), is found for an organization contact, and the email does not match an individual or household contact, then the email activity should be added to that organization's contact. Currently, a new individual contact is created in this situation, with Firstname="JMA", Lastname = "Info", and primary email= "info@jmaconsulting.biz".
